Apply Online for Public Housing

NOTICE: Currently the Lancaster City Housing Authority is accepting Pre-applications for the Public Housing 1 Bedroom units ONLY located in Church Street Towers and Farnum Street; Be advised that Church St. Towers and Farnum St is Senior Housing which is also available for individuals with disabilities.

You may click on the "Pre-Apply Online, Public Housing" link to apply. If these guidelines are not followed your Pre-Application will be withdrawn!

We are not accepting Section 8 pre-applications at this time.


Thank you for your interest in our housing programs and properties. To apply for either of our programs, you must complete an easy, step-by-step online (pre)application. We no longer accept paper applications.

You must complete the entire process for the (pre)application to be valid. Once you have entered all of the required information, you will submit the (pre)application and have an opportunity to print a copy for your records.

Your completed (pre)application will be held electronically in a pool of (pre)applications. As needed, (pre)applications will be randomly selected from the pool and placed on our waiting list. If your (pre)application is selected and placed on a waiting list, we will contact you for more information and to complete the screening process.

You can go back in at any time to check and update your (pre)application. We require that you keep your pre-application up-to-date. If you cannot be reached at the address listed on your pre-application, it will be withdrawn. If it is selected for placement on our waiting list, it is very important that your information is accurate and current.

Before you begin the (pre)application, make sure you know the names, Social Security numbers, and birth dates of all household members. You will also need to know your total gross monthly household income. Total income means all the money you and all members of your household receive each month from all sources. This includes income from a job, welfare, Social Security, SSI, pensions, support (voluntary or court ordered), interest income, etc. Gross income means the amount received before any deductions, such as taxes, etc.

The (pre)application can be completed on any PC (or Mac), tablet, or smartphone. If none of these devices is available to you, click here for a list of locations in the City where you can access a computer.
